Le Garie was actually finding the right timing to talk heart-to-heart with Stern about a particular important matter he had on mind.

Le Garie was expecting to catch up some casual moments with Stern to propose his grand plan: have Las Vegas host the NBA summer league. LeGarie got a turndown for his proposal from Stern. He continuously convinced the commissioner to agree with his proposal. Along with that came successive rejections.

It was not until in May 2003, when LeGarie attended the Euroleague Final Four in Barcelona that he found a listening ear in on Adam Silver. Silver was a former deputy commissioner of the NBA back then. Silver encouraged LeGarie to pursue with his conceptualization on the Summer League in Las Vegas.

Warren LeGarie thought five minutes were all he needed to push through with what he had in mind while talking to Silver. It went on to take a bit longer that what he had expected.

LeGarie narrated how things went with his encounter with Silver:

"I remember saying to him, 'David, I need five minutes,"

"And he said, 'Just walk fast and you've got it.' I went along and it ended up being 15 minutes, which means he was actually listening to what I was saying. I gave him the facts that Vegas had the fastest-growing school district, the community itself had outgrown the strip, there were so many players that were located there because of the tax incentives and most people were really struggling with how to structure summer leagues. Vegas would be a place where people would want to come".
