Warning, Avengers: Age of Ultron and Captain America: The Winter Soldier spoilers ahead! If you don't want to be spoiled for those movies then it's best to stop reading now but of you want to learn about this theory then read on!

Captain America: The Winter Soldier set-up so many things and ties-in a lot from the previous Marvel Cinematic Universe Phase 2 movies that the following theory may actually be Avengers: Age of Ultron spoilers.

We saw the downfall of Shield in Captain America: The Winter Soldier and with the world government who do they have to "protect/monitor" the citizens? Tony Stark has the answer. The military will ask for the help of Tony Stark to create an AI similar to Jarvis to help them now that Shield is gone. Now why would Tony Stark help the military? Through Rhodey of course. Of course Tony Stark will develop Ultron as a replacement for Iron Man and for a while Ultron will be seen as a "hero" by the public however Ultron will go rogue and become a villain, however Ultron going rogue will be attributed to the Avengers and the public will see them as a villain.

We saw this happen to Captain America in the Captain America: The Winter Soldier when in the end he and Black Widow are being held on trial for what happened in the movie.

This will set-up the widely speculated death of Captain America in Avengers: Age of Ultron in which his death would unite all the heroes and the public trust would return to them thus allowing the Avengers to finally defeat Ultron.
